After the telecom EU regulator, an Internet EU regulator?

In a video posted on her website this morning, Viviane Reding pleaded for a "Mister Cyber Security" or "Cyber Cop" (sic!) to combat cyber attacks such as spoofing, phishing, etc... Her speech is also available in writing here. Sher criticizes ENISA for being limited to being a platform to exchange information and not a "European headquarters of defense against cyber attacks". She does not explain however if she fovors an increase of ENISA's powers or the establishment of a new regulator for cyber security.

In any event this might sounds like a faithfull wish and it is very unlikely that she will see it materialize before the end of her mandate as commissionner...
