The European Commission today published its recommendation on mobile termination rates, aimed at lowering and harmonising the rates mobile operators charge for incoming calls to their networks. The purpose his will make Mobile termination rates converge to approximately 1.5 euro cents to 3 euro cents per minute by the end of 2012.
Acciording to the Commission symmtric rates based on LRIC cost model should be promoted and asymetry could be justified by differences in frequencies and market entry (with a maximum of 4 years). In my view, it remains questionnable whether this recommandation would be entirely conform to the ECJ's case-law in Arcor and Mobistar.
