BEREC has recently published its Common Statement on Next Generation Networks Future Charging Mechanisms / Long Term Termination Issues .
BEREC has assessed the pros and cons of BaK and CPNP.
BAK is proposed as a long term solution that could be expected to trigger significant higher usage and lower price per minute and consequently to higher consumer and total welfare.
However, the CPNP regime could continue at least for the short and medium term and the effects of lowering terminating rates under the CPNP regime should be first monitored before the step to BaK is made.

Some further inresting points are made:
- With BaK the potential to exploit control of the termination bottleneck is not available but if there is sufficient competition at the retail level.
- the assessment could vary between Member States.
- NRAs would need to carefully manage the transition process taking account of national circumstances including legal issues.
