
The Commission published today its proposal for the regulation of voice and data roaming, toegther with an impact assessment.
In a nutshell, this proposal provides for:
1. Further reduction of wholesale and retail rates for voice roaming (glide path towards a retail tariff of €0.34 for outgoing calls and of €0.10 for incoming calls by 1 July 2012).
2. Introduction of SMS wholesale and retail regulation of €0.04 and € 0.11 respectively.
3. Introduction of wholesale regulation for Data roaming (€1 per megabyte).
4. Compulsory per second billing as of the 30th second.
5. Transparency obligations to avoid "bill shocks".
The question remains where will roaming price regulation end?
As a reminder, the validity of first roaming regulation is currently challenged before the European Court of Justice and the arguments put forward are likely to be equally applicable to this new draft.
