Universal service: including broadband and mobile?

Following the parliament request (see post below), the Commission has published a communication on the scope of the universal service obligation (see also press releases here and here ). While the Commission considers that mobile services should not be included in universal service, it opens the door for including broadband in the universal service.

While the Communication seems very much structured as a consultation, it does not provide for any specific form for stakeholders' comments, just suggesting that the discussion will take place in 2009 and will end with a Commission Communication in the second half of 2009 and possibly legislative proposals in 2010.
